FREMONT, CA: The European Union (EU) is expediting the development of a nine million euro joint purchasing mechanism for critical minerals and energy, with eight bidders competing to create the platform. This initiative is part of the bloc’s broader strategy to consolidate buying orders, providing participants with enhanced leverage to secure more favourable market deals. By pooling resources and demand, the EU aims to strengthen its bargaining power and reduce dependency on external suppliers.
This project is a crucial component of the EU’s Critical Raw Materials Act (CRMA), enacted in May 2024. The CRMA aims to reduce reliance on external sources by boosting domestic production and processing of these vital minerals. The urgency surrounding the initiative stems directly from the top echelons of EU leadership, with Commission President Ursula von der Leyen emphasising the need for swift action to ensure the success of this strategic endeavour.

Challenges and Opportunities within the Platform
While the proposed platform has garnered significant attention, some potential users, particularly those with established supply chains, are sceptical about its utility. Larger companies, particularly those in the electric vehicle (EV) industry, have secured reliable sources for key materials such as lithium and cobalt—essential for battery production.
Concurrently, the initiative’s potential to streamline sourcing for niche materials could attract smaller players or those with particular sustainability goals. The platform is likely to offer value in certain areas, such as sourcing materials that are certified as sustainable or harder-to-find materials such as germanium and gallium. While these materials are critical for advanced technologies, they are less commonly traded, allowing them to benefit from the platform's aggregated purchasing power.
The initiative faces potential challenges, particularly in industries like automotive manufacturing, where raw material requirements are highly specialised. Several companies have expressed concerns about the protection of sensitive business data. As a result, numerous industry sources highlight the importance of safeguarding proprietary information related to specific procurement requests, as exposure to competitors could compromise trade secrets.
Critical Minerals for Green Transition
The EU has identified minerals as a cornerstone of its strategy to achieve net-zero carbon emissions in the future. These minerals are essential for the green transition, particularly in producing electric vehicles (EVs) and wind turbines, which rely heavily on materials such as lithium and cobalt. To support this transition, the bloc is focused on fortifying its supply chains for these essential resources, ensuring a stable and sustainable flow of minerals crucial for advancing clean energy technologies.
The new platform being developed by the EU is modelled after AggregateEU, an initiative launched during the energy crisis in 2022 to facilitate joint purchasing of natural gas. Compared to the more specialised markets for critical minerals, the distinct characteristics of energy markets, such as natural gas and hydrogen, highlight the complexities of combining these diverse sectors into a single purchasing platform.
